Circular-reference comment period not eliciting more comments.
If you held a comment period about comment periods, then tested a new comment period idea called “reply cycle” on that same comment period about comment periods, would anybody come?
Not yet.
At the end of August ICANN opened a comment period for “Public Comments Process Enhancements”. In other words, a comment period about comment periods.
The comment period closed September 30 with 8 comments.
One of the ideas proffered for comment periods is to have a “reply cycle” at the end. The 15 day extension allows anyone to reply to other comments already left.
So far no one has participated in the reply cycle “test” about comment periods or reply cycles in comment periods.
Go that?

ICANN tends to ignore all public comments, anyhow. I’m not about to waste good time to educate them on such far removed topics as “how to comment”!
They’re just “going through the motions” at our expense.

No one’s commented because initiating the reply cycle concept on the public comment coment period is absurd – even for ICANN.

ICANN should open a public comment period to allow the public to rank all staffers. Then, using the “rank and yank” system, it can cull the bottom 10%.
I expect that comment period would be more popular.
