Fourth-largest new top level domain registry is in the dog house.
ICANN has sent a breach notice (pdf) to .TOP Registry, the company behind the .top top level domain name.
The breach notice says .top has failed to comply with Uniform Rapid Suspension (URS) requests, does not have a proper process for handling DNS abuse complaints, and is behind in its payments to ICANN.
.Top is the fourth largest top level domain name by registrations, with approximately 3.2 million domain names. The company has grown by offering cheap domain registrations.
ICANN said .top needs to clean up its act by August 15 and explain what steps it has taken to remedy the breaches.
Among other things, ICANN says .top needs to explains the process it has in place for handling URS disputes. It also wants the company to fulfill its contractual obligation to add an abuse contact to its website. And of course, it is demanding all past-due fees.

Not surprised. China owned registry.
Breaching could lead to suspend entire .top registry? Or pull the carpet and move it to another registry operator?
If they don’t cure the breach (and I would expect them to quickly do so), it would move to another registry operator.
URLAbuse.com says it was the party that reported the attacks to .TOP, which according to ICANN happened in mid April.
What if Verisign lost its bid to manage .com, as some would like to see happen, and the new company that took over ran it like the .TOP Registry runs .top?
Just reported a 100 phishing domains to them, 10 min later they all were on serverHold
